Civilians affected by your flashbang will cower for a duration that is twice as long as if you had shouted them down.

Civilians affected by your smoke grenade will stop moving unless you order them to follow you.

Mechanics

Civilians that get affected by the Flashbang Grenade grenade will stay intimated for twice as long. Civilians will also stop if affected by the Smoke Grenade

Strategy

While the amount of time civilians will either stay in place or be intimidated is greatly increased. It's likely not as useful when just shouting at civilians won't cost any throwables. In addition, civilians getting caught in the middle of a smoke screen can possibly lead to an unwanted civilian casualty.
