Mechanics

The total amount of Tools in your loadout is increased by 50%.

Strategy

Since this skill gives 50% instead of a set amount of additional tools. Some tools, like the Infrasonic Mine, benefit greatly from more uses, while the ECM Jammer still gets granted the same buff. This pairs well with the Specialist Frame, as the Specialist Frame grants an additional tool, even though it doesn't contribute to the 50% increase, its still nice to have an extra tool of any kind.
