If you have a deployable bag in your loadout, you start the heist with 1 extra deployable of that type, but all your deployable bags have 2 less charges (minimum 1).

Mechanics

Each of the bag deployables (Ammo Bag, Medic Bag, and Ammo Bag) will provide 1 extra deployable, however each of the 2 deployables will have 2 less total charges.

Strategy

This skill allows for the ability to carry the most amount of charges for Ammo Bags, Medic Bags, and Armor Bags. If using each of the corredsponding skill lines for the deployables and Stockpile, then a total of 6 per deployable can be carried. Allowing for the ability 12 total charges.
